The California Immigrant Welfare Collaborative (CIWC) is a project of the Asian Pacific American Legal Center of Southern California (APALC), Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA), National Immigration Law Center (NILC), and Services, Immigrant Rights, and Education Network (SIREN). CIWC was formed in 1996 to coordinate a statewide response to the welfare challenge facing immigrants in California.The California Immigrant Policy Center is a non-partisan, non-profit statewide organization founded in 1996. The Policy Center seeks to inform public debate and policy decisions on issues affecting the state's immigrants and their families in order to improve the quality of life for all Californians.
